The comic book version's "valorization of Mossad" and "sickening" by the Palestinian Committee for the Intellectual and Cultural Boycott of Israel, which also denounced the character's usage. It was disclosed in October 2022 that Moore and Feige were co-producing New World Order. William Hurt, who played Thaddeus "Thunderbolt" Ross in the MCU until his passing in March 2022, was replaced by Harrison Ford in that month's casting. According to reports, Ford would play Ross in both this movie and the upcoming MCU movie Thunderbolts. After Hurt's passing, Marvel Studios thought about rewriting Ross's part in the movie's plot since they didn't think any actor was suitable to replace Hurt. Ford approached Feige about joining the MCU at that time, and Feige accepted the position.In addition to continuing a character development he had liked in the earlier movies, Ford saw portraying Ross as a chance to pay tribute to what Hurt had done with the role. 

As the president of the United States in the movie, Ross soon finds himself at clash with Wilson amid a worldwide conspiracy. Moore pointed out that Wilson is facing the president while donning a costume with the colors of the American flag, drawing parallels to the 2017 comic book plotline Secret Empire. "It's the idea of a guy who has an ideal, sees that those around him don't always hold that ideal to the same standards, and feels really betrayed by where the American government [has] gone," he said.In the beginning of June, Marvel Studios revealed that the picture has been renamed Captain America: Brave New World. Jeremy Mathai of Film appreciated the subtitle change, stating it "strikes a far healthier viewpoint [than New World Order], doubling as an editorial on the future of the famous superhero in the Marvel Cinematic Universe and as an observation on some highly required participation". Hilary Remley from Collider magazine also thought the modification was a good one, pointing out that the previous title would have been seen to carry antisemitic overtones.

On February 14, 2025, Captain America  Brave New World will be released in theaters across the United States. After the 2023 SAG- AF strike, it was rescheduled for release in February 2025 after first being planned for May 3, 2024, followed by July 26, 2024. It will be included in the MCU's Phase Five.
